(Housing Opportunities Made Equal) is a private nonprofit organization located in Birmingham, Alabama with the following mission statement: To help ensure equal housing opportunities for all persons regardless of race, sex, color, religion, national origin, familial status, or handicap. To promote culturally and technically diverse communities throughout Alabama.

H.O.M.E. helps aggrieved persons obtain justice when their right to housing has been denied unlawfully. We do this for free by using various investigative methods to obtain evidence for meritorious complaints.
Activites include complaint intake, complaint investigation, testing for fair housing violations and enforcement of meritorious claims.

It is similar to the Federal Fair Housing Act, but isn't substantially equivalent. As with many Alabama civil right laws they guarantee less rights and protections to citizens than Federal laws do.

 

History of the Federal Fair Housing Act

The 1960's were a time of great civil unrest in America with the civil rights movement in full stride. In April of 1968, a few days after the assassination of Dr. Martin Luther King, Jr., Congress passed the Fair Housing Act. Protected classes covered in the legislation were color, national origin, race, and religion. Then in 1974 during the women's movement sex was added as a protected class. Up to this point the Act had 5 protected class and relatively weak enforcement provisions. Then in 1988, the protected classes of disability and familial status were added. The 1988 amendments to the Fair Housing Act also strengthened the enforcement of the law. U.S. Department of Housing & Urban Development was given greater enforcement powers, funding for fair housing organizaiton was established, cap on punitive damages was removed, all prevailing parties were entitled to court costs and attorneys' fees, and more.
